How to submit a public comment using eFiling on the Federal Energy Regulatory Commission’s (FERC) Notice of Inquiry (NOI)
Please note that you will need to submit your comment to FERC as a PDF file. If you are writing your comment in Microsoft Word or using Google Docs, you will need to save your comment as a PDF on your computer so that you can upload it to FERC’s eFiling website.

New eFiling users must first create a user account. If you already have an account, you can skip to Step 7.
Creating a FERC user account
- Go to www.ferc.gov and click on “FERC Online”
- Click on “eRegister”
- Fill in the information requested in the spaces provided and click “Next”
- Fill in the information requested in the spaces provided and click “Next”
- If you wish, you may fill in the employer information and the alternate contact information requested in the spaces provided (both are optional), or just click “Next”
- You will be sent a confirmation email to the email address you provided in your contact information. Open that email and click the provided link to validate your account
Submitting your public comment on eFiling
- Go to www.ferc.gov and click on “FERC Online”
- Click on “eFiling”
- Enter your registered email address or FERC ID and your password
- Click on “eFiling”
- Select your filing type by selecting “General” in the left column, “Comment on Rulemaking (RM, PL, AD dockets)” in the center column and “Comment” in the right column and click “Next”
- Enter the docket number “CP21-94-000” in the space provided and click “Search.” When the docket appears, click on the blue plus sign in the “select” column to choose it and then click “Next.”
- Click “Choose File” and select the file on your computer that you wish to upload. In the description box, write “Comment from (insert name of commenter here) under CP21-94-000.” Click “Upload.” Once your document appears as an option, click “Next.”
- To file as an individual, select the circle next to “As an Individual”
- Enter your contact email and click “Add as Signer” and then click “Next”
- Make sure the description accurately describes your submission and hit “Next”
- On the final page, hit “Submit”
