Please consult the below suggested responses.

1.) Which of the sectors below do you represent?

Even though the instructions say “please click all that apply” you can only select one.

2.) Please state the name of your organization/company/community, if applicable.

Clean Air Council recommends that if you are not affiliated with an organization you should include the town or neighborhood where you live.

3.) Please rank below the sectors that we should prioritize in the 2021 CAP (#1 is the most important, #8 the least important

Suggested rankings:

1. Human Health

2. Energy Production

3. Energy Consumption

4. Waste Management

5. Water Resources

6. Ecosystems and Forestry

7. Agriculture

8. Outdoor Recreation and Tourism

4.) Please rank below the strategies that we should prioritize in the 2021 CAP

Suggested rankings:

1. Increase use of clean, distributed electricity generation resources

2. Create a diverse portfolio of clean, utility-scale electricity generation

3. Develop, promote and use financing options to encourage energy efficiency

4. Increase end use energy conservation and efficiency

5. Implement sustainable transportation planning and practices

6. Reduce impacts of fossil fuel energy production and distribution

7. Incorporate historical and projected climate conditions into siting and design conditions for long-term infrastructure

8. Lead by example in commonwealth and local government practices and assets

9. Reduce and use waste sent to landfills

10. Use stormwater best management practices

11. Monitor, identify and address ecosystem vulnerabilities

12. Improve reliability and accessibility of public information about climate-related health risks

13. Promote integrated water resource management and water conservation

14. Protect ecosystem resilience, including forest systems where species will shift

15. Use agricultural best practices

16. Provide resources and technical assistance for farmers to adapt

17. Bolster emergency preparedness and response

18. Help the outdoor tourism industry manage shifting climate patterns

19. Increase production and use of alternative fuels

5.) What specific actions from the 2018 CAP need additional attention?

Reducing greenhouse gas pollution from oil and gas facilities.

6.) What sector/strategy/action was missing in the 2018 CAP that should be included in 2021?

Implementation plans for greenhouse gas reduction/mitigation measures.

7.) Which topic should be focused on more in the 2021 CAP: mitigation or adaptation, and why?

Mitigation because Pennsylvania needs to prioritize reducing emissions to ensure it meets Governor Wolf’s greenhouse gas reduction goals in order to help curb climate change. In addition, some of the best adaptation strategies are also mitigation strategies. Responsible adaptation strategies like expanding greenspace both improve resilience to extreme heat and precipitation while reducing greenhouse gas emissions.

8.) Should the CAP contain educational content about causes of climate change?

Yes, please. Please ensure that educational materials are written in an accessible way.

9.) Should the CAP provide details on how actions would need to be carried out, and by whom?

Yes, please. The CAP should include a detailed timeline of activities with the agencies, departments, or stakeholders responsible for implementation.

10.) Should the CAP include implementation plans for greenhouse gas reduction/mitigation measures?

Yes, please. It is important that all implementation plans have clear objectives, timelines and responsible parties.
